The Guardian report alleges that India’s foreign intelligence agency, Research and Analysis Wing (RAW), carried out extrajudicial killings in Pakistan, targeting terrorists living on foreign soil.India’s Defence Minister, Rajnath Singh, seemed to confirm the policy of targeting terrorists in Pakistan, stating that if a terrorist escapes to Pakistan, India will go there and kill them.* This acknowledgment marks the first time India has admitted to carrying out assassinations by its operatives on foreign soil. The alleged shift in policy came after the Pulwama attack in 2019, where India drew inspiration from intelligence agencies like the Mossad and incidents such as Jamal Khashoggi’s killing.*Pakistani intelligence agencies provided evidence of investigations into killings allegedly carried out by RAW,* showing involvement of RAW sleeper cells and recruitment of individuals through radical Islamist networks. Sikh activists advocating for Khalistan movement became a focus of RAW’s foreign operations.
