You’d be forgiven for thinking that the Defence Housing Authority (DHA) has no other purpose than to make a quick buck by flogging off government land. But that’s just not true. As it happens, the DHA has played a pretty big role in transforming the way we think about urban development in Pakistan. It was actually set up, way back when, to give a home to military personnel particularly the families of those who’ve been in harm’s way. In fact, plots are given away free of charge to the families of our fallen heroes, while serving members get plots on the cheap through instalments.

Looking at the Bigger Picture

Welfare-oriented housing schemes for armed forces personnel exist across multiple countries, demonstrating that DHA is part of a broader international model. For instance, In the United States and Canada, veterans’ housing programs support retired personnel. In Australia, Defence Housing Australia was established under the DHA Act 1987 to provide housing for military personnel and their families. In India, the Defence Officers Welfare Organization, formed under the Societies Act, addresses housing and welfare needs, including agricultural and farmland allotments. In Bangladesh, the Jolshiri Abashon Project is an army-led housing initiative for both military personnel and civilians. In Egypt, the armed forces develop gated communities offering housing benefits to both personnel and civilians.

How it Fits into the Pakistan Scene

Here in Pakistan, there are loads of other organizations operating similar housing schemes to DHA. Take the National Police Foundation for example, which manages housing schemes in Rawalpindi and Islamabad. Or the Intelligence Bureau, which oversees the Gulberg Housing Society in Islamabad. And then you’ve got the judiciary, which runs housing schemes for its own staff and similar housing initiatives are also operated by Pakistan Railways; WAPDA, and various provincial and federal government organizations for their employees.

The Land Myth

Now, one thing that always seems to come up in discussions about DHA is the idea that they’re somehow entitled to just waltz in and grab land from the state. But that’s not how it works at all. DHA is set up by law, but that law doesn’t mean they get access to land without paying for it. In fact, the land that DHA operates on is usually acquired through private purchases or negotiated agreements, the owners get paid for it either in cash or in developed plots.

The Real Impact of DHA

The impact of DHA on Pakistan’s urban landscape has been pretty massive. What was once barren scrubland is now a thriving, modern community. And because of this, the value of the land in DHA has gone through the roof which means that the people who got plots there have been able to recoup their investment and maybe even make a bit of a profit.

DHA’s Financial Model

Now, it’s often said that government institutions in Pakistan are a bit of a financial black hole, but DHA is not like that. Yes, Pakistan’s SOEs have lost billions of rupees in recent years and are carrying a mountain of debt. But DHA is a self-sustaining organization that funds its own development through its own revenue streams. They don’t need taxpayer money to keep going, which is a pretty big difference.

Institutional Set Up and Integration of Civilians

The Administrator is an active-duty Army officer, but 80% of DHA’s workforce is civilian, with the balance of 20% comprised of retired personnel.

The civilian economy is also deeply enmeshed with DHA. Commercial areas are developed and managed by private companies and individuals and employ thousands of people.

Taxation and Fiscal Contribution

DHA and its residents don’t get a free pass from taxes and are required to pay all applicable taxes including GST, WHT, income tax, property tax, and transfer taxes to both federal and provincial governments.

DHA’s contribution in terms of taxes is more than Rs. 25 billion annually, which is a significant contribution to the national economy.

ConclusionDefence Housing Authority (DHA) is a welfare-oriented housing organization working under a defined legal framework. It is congruent with comparable domestic and international models, enjoys robust civilian participation, and is in complete conformity with tax laws. In general, DHA is a controlled system of planned urban development on acquired private land, with welfare as the main concern and not commercial interest.
